On March 31, 2011, PREAL hosted the Vice Minister of Education for the city of Buenos Aires, Diego Fernandez, along with the leaders of seven Argentine teachers unions for a discussion on teacher policy at the Inter-American Dialogue office in Washington. Emiliana Vegas, a senior education economist at the World Bank, presented the World Bank’s new approach to evaluating teacher policy worldwide, the System Assessment and Benchmarking for Education Results (SABER). Sergio Bitar, visiting senior fellow at the Inter-American Dialogue and former Minister of Education in Chile, provided comments. PREAL Co-director Jeffrey Puryear moderated the ensuing discussion, in which the vice minister and union leaders voiced their opinions, questions and concerns on topics ranging from teacher and student evaluation practices to how to raise the status of the teaching profession
