We are pleased to share with you PREAL’s Working Paper No. 59, “Standards and Teaching Assessments in Mexico: the State of the Debate” (PDF, Spanish) by Iván Carrera, a researcher of Mexicanos Primero, and Robert Myers of Asociación Civil Hacia una Cultura Democrática.
This study stems from the idea that disagreements about teacher standards in Mexico hinder the ability to reach quality results in education. The authors argue that standards should be used to measure teachers’ performance in the classroom and offer continuous training, as well as to manage quality control in the teaching profession. They describe the Mexican context and explain debates held among different interest groups, including teacher unions, to improve education. They also add that there has been little discussion about standards.

Carrera and Myers conclude by urging Mexico to define and implement teacher standards that help assess results, but not the process used to accomplish them. They support teachers’ autonomy accompanied by an increase in accountability.
